LEOSA Annual Qualification
SUMMARY of The Law Enforcement Officers Safety Act (LEOSA) of 2004 On July 22, 2004, the Law Enforcement Officers Safety Act (LEOSA) of 2004, also commonly called “HR 218,” became law. (18 U.S.C. §§, 926B, 926C.) This federal law allows “a qualified law enforcement officer” or “a qualified retired law enforcement officer” with identification that meets specified criteria to carry a concealed firearm anywhere in the nation, notwithstanding most other state and local laws which restrict the possession of concealed weapons. The retired law enforcement officer must not be prohibited by federal law from possessing firearms. Be carrying photographic identification issued by the governmental agency identifying the individual as a retired law enforcement officer. The LEOSA qualification course will be in accordance with the California Peace Officer Standards and Training (POST) firearms guidelines. All personal information will be secure and kept confidential.

The Bureau of Security and Investigative Services (BSIS or Bureau) issues Firearms Permits (also referred to as a "Firearms Qualification Card (FQ)" or "Exposed Firearms Permit") as specified in Article 4 (commencing with Section 7540) of Chapter 11.3, Article 4 (commencing with Section 7583) of Chapter 11.5 and Article 6 (commencing with Section 7596) of Chapter 11.6 of Division 3 of the Business and Professions Code (BPC).
To be eligible for a BSIS Firearms Permit, applicants must:
be a citizen of the United States or have permanent legal immigration status (BPC Sections 7542.2, 7583.23, and 7596.3); and
be at least 21 years of age (BPC Sections 7542.2, 7583.23, and 7596.3); and
not be banned from owning or possessing any firearm pursuant to State or Federal Law (BPC Sections 7542.3, 7583.24, 7583.25, and 7596.8); and
complete a criminal history background check through the Federal Bureau of Investigation (FBI) and the California Department of Justice (DOJ) (BPC Sections 7542.2, 7583.23, 7583.24, and 7596.8); and
complete and submit the Firearms Permit Initial Application to the Bureau
complete the required training courses, including passing all required examinations and qualifications (BPC Sections 7542.2, 7583.22, 7583.23, 7596 and California Code of Regulations Title 16, Division 7, Section 635); and
pay the initial application fee (Title 16, California Code of Regulations, Section 640).

Independent Firearms Instructor or Range Manager:
Range Master Firearms Instructor Services available for training providers, protective services, vocational training centers and others.
Provide firearms training and qualification for staff members and others as assigned.
Design, implement integrated training programs in collaboration with senior leaders.
Training security, law enforcement or protective service personnel.
Operates, demonstrates, and provides instruction on a variety of weapons including use of force options, shotguns, handguns and patrol rifles.
Manage all aspects of range operations including financial duties and resource allocation.
Incorporates new and advanced training aids into existing programs as appropriate.
Order range supplies and maintain inventory control and direct staff according.
Operate computers and applicable software to update and maintain records for staff qualifications, weapons maintenance and inventory.
Prepare and disseminate correspondence, memos and schedules regarding training, qualification, weapons maintenance and other information as necessary.
Attend courses and training seminars relating to weapons maintenance and firearms training as required as a resource. Provide a network with corporate, local, state, tribal, OCONUS or federal partners.
